Finland has launched Europe’s largest civil defense exercise since World War II, with more than 2,000 people practicing how to survive missile attacks, cyberattacks and disruptions to power and water.
In Kuopio, residents are being trained inside underground shelters, including a cave capable of housing 7,000 people.
Finland is also drawing lessons from Ukraine, where civilians often have only minutes to reach shelter during Russian attacks.
