Putin: Proposals are coming from Kyiv to limit military operations to just four territories (the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions). That would allow the Ukrainian Armed Forces to redeploy units there from other fronts. It would be a lifeline for Kyiv amid its shortage of personnel. But saving the Kyiv regime is not part of our plans.
