Israeli Foreign Minister Gideon Sa’ar: The truth is that we are confronting a new phenomenon. It's not the terror organizations. It's terror states. Terror states are created when a terror organization is taking over a certain territory and controls this territory and controls effectively the residents there. Then it become a totally different thing and it is what happened in Gaza with Hamas. This is what happened in Yemen with the Houthis and this is exactly what happened in Lebanon with Hezbollah. And by the way, it is not only a Middle Eastern phenomenon today. In Africa, we see it as well. We can see it in Somalia. In Somalia, Al-Shabaab is controlling effectively significant parts of Somalia's territories. And we can see this dismantling of states in Sudan, in Libya, in so many places today in the Sahel.
